Deputy Director General, Ministry of Finance Lao PDR (State-Owned Enterprises and Insurance Supervision)
Somxay Keovandy, a Lao national, has been appointed as a Deputy Director General of Department of State-Owned Enterprises and Insurance Supervision (SOEI), Ministry of Finance since July 2022. During 2022-2024, he was Director of Planning and Development Division of SOEI. Mr. Somxay has acted as a SEA-DRM Project Manager and SEADRIF Coordinator for Lao PDR since 2020. He was Deputy Director of Insurance Supervision Division (Insurance Regulator for Lao PDR) under SOEI from September 2016 to March 2022. Prior to this, he was Secretary to Vice Minister of Finance for International Affairs from October 2014-September 2016. Mr. Somxay joined Ministry of Finance in the External Finance Department in 2008 and had held several positions within the department including Deputy Director of International Financial Cooperation Division and General Affairs Division. He also was the Secondee of the World Bank Voice Secondment Program in 2014.
As Mr. Somxay has served some departments within Ministry of Finance, he has expertized in Insurance, Disaster Risk Financing and Insurance, SOE management, external finance and fund mobilization and project management.
Mr. Somxay received duo Master of Business Administrations from Asian Institute of Technology (AIT), Thailand and National Academy of Politics and Public Administration, Lao PDR in 2008. He obtained his second Bachelor of Art in English from Lao-American College in 2007 after his first Bachelor degree in Economics from National university of Lao PDR in 2005.
