Protection Gaps Solutions Database

Please be advised that the GAIP Protection Gaps Solutions Database, focusing on solutions to address protection gaps across key risk types in Asian countries, is intended for reference purposes only and is based solely on desktop research. This database is not exhaustive, compiled based on best-effort basis, and provides only a high-level overview, with the purpose of providing some examples as references for further investigation by interested GAIP partners. Note:

In our analysis, State-Controlled Enterprises are categorized as public sector organizations, and their activities are delineated from Public-Private Partnerships (PPP). We recognise three key solution categories to address protection gaps comprehensively:

  • Risk Reduction: Initiatives that influence the frequency and severity of risk events.
  • Increase (Insurance) Penetration: Initiatives that broadening the coverage of risks, especially those funded by individuals or private firms (via premiums or contributions). This sometimes includes instances where parts of the costs are subsidized by governments.
  • Risk Financing: Applies when the government fully funds the coverage costs for individuals, businesses, and families.

It's important to note that some programs may fall into multiple categories. For example, if a government fully subsidises some aspects of a program and partially subsidises others, we classify it under both ‘Increase Penetration' and ‘Risk Financing'.
